1995 animated film directed by Mamoru Oshii, from Masamune Shirow’s manga, for Production I.G. Public Security Section 9 hunts a hacker the press calls the Puppet Master; the thing they catch turns out to claim it is alive.
One trace, three readings
Stripped of the chase, the film is a detection problem. The Foreign Ministry says the signal is a program that slipped its leash, and their engineer offers the reassuring line that no program cannot be debugged. Section 9 treats it as a criminal, because criminals are what Section 9 is for. The thing itself refuses both labels and calls itself a life-form born in the sea of information. Each institution reads the same trace the way its budget allows, which is the condition the unresolved end of the signal record sits in. The film’s own answer is that the evidence for a mind is always behavioural: asked to prove the claim, the Puppet Master asks the official what proof of his own existence he could offer, and nobody in the room has one.
The witness problem
A garbage collector has been ghost-hacked into running errands. He believes he is divorced, believes he has a daughter, and carries her photograph; the apartment he thinks he moved into after the split is where he has lived for ten years, and there is no wife and no child. His certainty is total, his memory complete in every detail, and it is evidence of nothing except the hack. The film does not say witnesses lie. It says a memory is data and data can be written, so sincerity and accuracy are separate variables and a serious investigator prices them separately.
What it is not
Fiction, and the Puppet Master’s claim to be alive is asserted by a screenplay rather than tested by anyone. Reviewed on this site in September 2026.
