Engineered composites whose sub-wavelength structure gives them an effective permittivity and permeability that are both negative, so that the refractive index is negative and light or microwaves bend the wrong way at an interface. Victor Veselago worked out the consequences theoretically in 1967, and David Smith’s group built the first structure at microwave frequencies in 2000, with Richard Shelby demonstrating negative refraction in Science in 2001.

Why the material is in this vault

Because it is the one genuinely exotic material property that went from theoretical curiosity to bench demonstration inside this literature’s lifetime, and it did so in the open. That makes it the correct comparison case for every claim about materials with impossible properties: the route from prediction to demonstration is visible, the papers are there, and nobody had to invoke a classified programme.

The claim attached to it

Paul LaViolette argues in Secrets of Antigravity Propulsion that the layered dielectrics in Townsend Brown’s 1965 patent were early metamaterials, which is one of the more checkable claims in the book and one of the few where the underlying physics is uncontested. It also bears on Signature Management and on the analysis of anomalous material samples such as Art’s Parts and Ubatuba, where the question is always whether an unusual structure implies an unusual manufacturer.
