American physicist and systems scientist (1947 to 2022), president of the Starburst Foundation, and author of Secrets of Antigravity Propulsion (2008). Best known for Subquantum Kinetics, a continuous-creation ether theory he offered as an alternative to big bang cosmology, and for the galactic superwave hypothesis. His 2008 book argues that Townsend Brown’s Electrogravitics work was classified in the mid-1950s and fielded, and reproduces the Electrogravitics Systems Report 1956 in full. In its chapters 11 and 12 he replicates low-voltage antigravity devices himself and publishes null results, concluding that ion repulsion dominates in lightweight devices.
