The treaty clause
The pattern has one primary document behind it rather than testimony alone. The 1971 US-Soviet Accidents Agreement commits each party to notify the other immediately when its missile warning system detects unidentified objects, which establishes that both governments treated ambiguous returns over nuclear warning systems as a standing hazard. It says nothing about what any such object was.
