Brigadier General Roger M. Ramey, commanding Eighth Air Force at Fort Worth Army Air Field in July 1947 and later a four-star general. On 8 July 1947 he replaced the 509th’s flying disc announcement with the weather balloon explanation, in his own office and in front of press photographers.
One of those photographs shows a sheet of paper in his hand, and since the 1990s researchers have tried to read the so-called Ramey memo off the print with successive imaging techniques. Claimed readings include the words victims and disc; no reading has been independently reproduced or accepted, and the original print’s resolution is the limiting factor. Philip J. Corso’s book places Ramey’s staff at Fort Bliss, which is a plain error: Eighth Air Force headquarters was at Fort Worth, more than five hundred miles away.
