Of 1,697 responses, 215 were passed onward; the propulsion panel rejected close to thirty-nine percent of submissions for violating known physical laws and weighted feasibility five times more heavily than innovation. Paul LaViolette’s own submission argued for Electrogravitics; the synthesis report America at the Threshold did not mention it, and the evaluation database was later reported missing.
