“Unidentified Flying Objects Reporting”, short title FLYOBRPT, dated 12 August 1954 and signed by Nathan F. Twining as Chief of Staff of the Air Force, superseding a 1953 edition. It set the reporting channels for UFO sightings by air force personnel, assigned Project Blue Book at Wright-Patterson Air Force Base the analysis role, and governed what could be released to the public.
The clause most often quoted restricts public discussion of cases that remain unidentified after analysis, which is read by some as an instruction to withhold and by others as ordinary limits on speculation by serving officers. It sits alongside CIRVIS as one of the two standing reporting instruments of the period. Philip J. Corso reproduces it in full as an appendix to The Day After Roswell under the heading “General Twining’s Report”, which it is not.
