Air Materiel Command letter of 23 September 1947, subject “AMC Opinion Concerning ‘Flying Discs’”, addressed to the Commanding General, Army Air Forces, for the attention of Brigadier General George Schulgen, and signed by Nathan F. Twining as Lieutenant General, U.S.A., Commanding. Paragraph 2a states that the phenomenon reported is something real and not visionary or fictitious, and the letter recommends a priority, a security classification and a code name for a detailed study. That recommendation produced Project Sign.
The same letter states “the lack of physical evidence in the shape of crash recovered exhibits which would undeniably prove the existence of these objects”, written ten weeks after the Roswell Incident 1947 retrieval that later accounts describe. Readers who take the letter at face value treat that line as decisive; Philip J. Corso treats it as camouflage written by an officer concealing his own inventory.
