Biochemist and the programme manager of BAASS through the AAWSAP contract of 2008 to 2010, and therefore the man who ran the day-to-day science of the Pentagon’s UFO programme under James Lacatski.

What he wrote

He is co-author, with George Knapp, of Hunt for the Skinwalker (2005), the book that put Skinwalker Ranch into the literature, and with Lacatski and Knapp of Skinwalkers at the Pentagon (2021), which introduced the Hitchhiker Effect as a named claim. The four-volume Lacatski series that ends with Future Visions is the fuller record of the same programme.

Why the name should be in the file

He is one of a small number of people whose signature is on the actual deliverables, the DIRDs, the monthly reports and the BAASS special reports, rather than on later commentary about them. Any assessment of what AAWSAP produced runs through his work, and the AARO Historical Record Report 2024 criticism that the deliverables lacked utility is a criticism of it.
