Report on the Historical Record of U.S. Government Involvement with Unidentified Anomalous Phenomena, Volume I, published by AARO on 8 March 2024 under its then director. It is the fullest official statement against the recovered-technology claim, and the standing counterweight on this site to the Legacy Program literature.
The three findings
The report found “no evidence that any USG investigation, academic-sponsored research, or official review panel has confirmed that any sighting of a UAP represented extraterrestrial technology”; concluded that the alleged reverse-engineering programmes “either do not exist; are misidentified authentic, highly sensitive national security programs that are not related to extraterrestrial technology exploitation; or resolve to an unwarranted and disestablished program”; and described the narrative as “in large part, the result of circular reporting from a group of individuals who believe this to be the case, despite the lack of any evidence”.
What it confirms
The same report describes AAWSAP, its $22 million, its contractor and its successor activity, and characterises the post-2012 effort as unofficial, with “no dedicated personnel or budget”. It also brought Kona Blue into the public record.
Standing
The office and its former director are parties to the dispute they report on, and the report’s methods have been contested by the people it describes. Imminent links the report in its appendix without replying to its conclusions.
