The Federal Bureau of Investigation’s standard form for recording a witness interview, used throughout the FBI’s contributions to the PURSUE archive. The revision in use across the released records is FD-302 (Rev. 5-8-10), with FD-302a continuation sheets. Each form carries the OFFICIAL RECORD digital-signature stamp and the standing footer that the document contains neither recommendations nor conclusions of the FBI.
That footer is the interpretive key. An FD-302 records what a witness said, not what the Bureau concluded. None of the nine FD-302s in Release 05 contains an identification, an assessment, a disposition or any documented follow-up, and none is an investigative finding.
Release 05 makes the form’s redaction practice visible. Every redaction across the nine forms is a plain black bar with no exemption code: no (b)(6), no (b)(7)(C), no exemption legend and no processing stamp anywhere in the release, in contrast to DOW-UAP-D101, whose redactions carry codes. File numbers, field offices and interview locations are withheld throughout; in FBI-UAP-D024 and D028 the location is reduced to “United States”. Several records also depend on material the release does not carry: FBI-UAP-D033 reproduces a signed statement that refers to a prior statement not in the release, and FBI-UAP-D040’s second page has no machine text layer at all.
