A US Air Force general who served as Director of Intelligence in the late 1940s, and later as Deputy Director of the CIA. As Director of Intelligence he was the recipient of the 1948 USAFE cable on flying-disc sightings, released in PURSUE.
The cable, addressed to Cabell, places the early flying-disc question at the most senior level of US Air Force intelligence within a year of the phenomenon entering public attention.
