What it does and does not say
It is narrowly about process: whether information had been improperly withheld from Congress. It takes no position on what the withheld information said, and it is not a finding that any of Grusch’s substantive claims are true. The distinction is routinely collapsed in both directions, by advocates who read it as corroboration and by critics who ignore it entirely.
Why it is the one datum running the other way
The Pentagon’s own AARO Historical Record Report 2024 reported finding no verifiable evidence for the claims, and Grusch has said he was speaking to facts as he had been told them. Against that, this determination is the single element of the record produced by a statutory oversight body rather than by a participant, which is why it belongs in the file at its exact weight and no more.
