The Central Intelligence Agency’s covert mind-control and behavioural-engineering program, approved 13 April 1953 and run by the Technical Services Staff under Sidney Gottlieb. It tested LSD, hypnosis, isolation and interrogation methods, often on non-consenting subjects. MKUltra itself was wound up in 1964 and its surviving work folded into MKSEARCH, funded to 1972, so it is a mistake to say the programme ran to 1973: January 1973 is when the files were destroyed, at the instruction of the outgoing Director Richard Helms and under Gottlieb’s supervision; the surviving record surfaced through a FOIA cache and the 1975 Church Committee. On the site it is the real-world proof that the government did run secret, deniable experiments on the human mind, the dark backdrop to the Stargate Program psi work.
