Structured protocol for obtaining information about a distant or unseen target by mental means. Developed at SRI between 1972-1995 under Hal Puthoff and Russell Targ; funded by CIA, then Army INSCOM, then DIA.

UAP connection
Per Hal Puthoff in the Age of Disclosure roundtable: RV may be the only sensor that works on UAP because UAP are intermittent and choose when to appear on radar/FLIR. The Mt Zeile UFO Base RV case is the proof-of-concept.
