Structured protocol for obtaining information about a distant or unseen target by mental means. Developed at SRI from 1972 under Hal Puthoff and Russell Targ. Targ left SRI in 1982 and Puthoff in 1985, after which Edwin May directed the research; the contract moved to SAIC in 1991 and the work ran to 1995. Funded by CIA, then Army INSCOM, then DIA.

UAP connection
Per Hal Puthoff in the May 2026 UFO Roundtable: RV may be the only sensor that works on UAP because UAP are intermittent and choose when to appear on radar/FLIR. The Mount Zeil UFO Base RV case is the proof-of-concept.
