A 1955 observation reported by a four-person party including U.S. Senator Richard Russell, then chairman of the Senate Armed Services Committee, from a train between Baku and Tiflis in the Soviet Union (present-day Azerbaijan): a luminescent “greenish-yellow” phenomenon, described in debriefing as a “flying saucer” or “unconventional aircraft”. The CIA’s contemporary assessment concluded the observation could “probably be explained as steep climbing aircraft or missiles”, with evidence insufficient to conclude the Soviets had developed a radically new aircraft type; the analysis cites the Robertson Panel and surveys Avro Project Y2 research.
