American chemist (1918-1999) who ran the Chemical Division of the CIA’s Technical Services Staff and directed MKUltra from its approval on 13 April 1953. He authorised the subprojects on LSD, hypnosis and isolation, including the funding of Ewen Cameron’s sensory-isolation work in Montreal. In January 1973 the programme’s files were destroyed at the instruction of the outgoing Director of Central Intelligence, Richard Helms, under Gottlieb’s own supervision, which is why the surviving record is largely finance ledgers recovered under a Freedom of Information request and read into the record at the joint Senate hearing of 3 August 1977.
