Review convened by the Stanford astrophysicist Peter Sturrock at the Pocantico Conference Center in New York State in the autumn of 1997, funded by Laurance Rockefeller, in which a panel of physical scientists with no prior involvement in the subject heard investigators present physical-evidence cases: radar records, photographic material, vehicle interference, ground traces and physiological effects.
What it concluded
That some of the material could not be explained with what was presented, that the physical evidence deserved further scientific attention, and that no case reviewed offered convincing evidence for an extraterrestrial origin. The panel recommended that scientists study the cases where physical measurements exist rather than the sightings.
Why it is the missing node
It is the nearest thing to a scientific review of the subject between the Condon Report of 1968 and the ODNI Preliminary Assessment 2021, it was conducted by people with reputations to lose, and it reached a conclusion that neither camp finds useful, which is roughly why it is so rarely cited. Forbidden Science 7 returns to it as the model for the kind of work the SOL Foundation is trying to restart.
