Research organisation founded in 2023 by the Stanford immunologist Garry Nolan and the anthropologist Peter Skafish, to give UAP research an academic and policy home rather than a media one. Its inaugural conference was held at Stanford in November 2023, with a second the following year, and a 2025 gathering at Baveno on Lake Maggiore.

Why it matters to the record

It is the slow, capitalised, academic turn that Jacques Vallee sets against the bureaucratic churn of AATIP to AAWSAP to UAPTF to AARO in Forbidden Science 7, and the Baveno meeting is where that book ends. The two peer-reviewed materials papers Garry Nolan, Vallee and Larry Lemke placed in Progress in Aerospace Sciences in 2022 and 2024 are the concrete output of the same turn.

What it is not

Not a government body, not a funder of instruments at scale, and not a source of primary evidence. Its contribution so far is institutional: conferences, a policy vocabulary, and the beginnings of a route into peer review for material that previously had none.
