DD Form 1910, the Department of Defense clearance request for public release of departmental information, processed by the Office of Prepublication and Security Review. It is the mechanism by which the three Navy videos became public, and the least discussed link in the disclosure chain.
What happened in 2017
Luis Elizondo submitted three unclassified clips, the 2004 infrared video and the two USS Theodore Roosevelt clips, requesting clearance for a restricted audience. The review office replied that it could not clear media for a restricted audience and invited a request for public release instead. That request was granted, stamped UNLIMITED DISTRIBUTION, and the videos reached the press through Christopher Mellon in December 2017. A subsequent Air Force Office of Special Investigations inquiry into the release closed without a finding.
Why it matters
The release was lawful on its face and the paperwork is nameable, which separates this episode from a leak. The Department released the same three videos itself on 27 April 2020, which is the point at which the government’s own position and the release converge.
