Dr. James T. Lacatski is the DIA officer and aerospace engineer who conceived and ran AAWSAP, the 22-million-dollar Defense Intelligence Agency UAP programme of 2008 to 2010.

As the contracting officer’s representative he oversaw every AAWSAP output, with the work contracted to BAASS and the funding secured by Senator Harry Reid. Under his direction AAWSAP became the first US-government-funded entity to investigate the Tic Tac Incident, interviewing the Nimitz aircrew between January and June 2009, years before the 2017 New York Times story.

On 7 February 2011 Lacatski briefed two Department of Homeland Security officials; on his account that briefing seeded the proposed follow-on programme Kona Blue.

He is the lead author of the four-book AAWSAP series written with Colm Kelleher and George Knapp: Skinwalkers at the Pentagon (2021), Initial Revelations (2023), New Insights (2024) and Future Visions (2026), together the most complete first-person record of the programme and its Skinwalker Ranch investigations.
