DIA-funded program (2008-10), administered through BAASS (Bigelow Aerospace Advanced Space Studies), on the physics and engineering of advanced aerospace weapon system applications out to 2050. It produced the Defense Intelligence Reference Documents (DIRDs), 37 of which PURSUE Release 06 publishes.
The contract file
PURSUE Release 06 publishes the procurement record as seven documents (AAWSAP Contract HHM402-08-C-0072): a statement of objectives of 18 July 2008 listing twelve technical study areas, from lift and propulsion to human interface and human effects; a firm fixed price contract awarded to BAASS on 22 September 2008 for $21,948,810; and five modifications, the last extending the work to 21 December 2010. The papers themselves spell the programme AAWSA and name the Defense Warning Office as preparing office; none prints AAWSAP and none names the contract. Their authors and the programme manager appear only as AAP Person Labels.
PURSUE Release 07 adds nine records from the contractor’s side, from a project management plan of December 2008 to the BAASS Capabilities Report 2010. The war.gov site tags all nine AAWSAP and opens each description on a DIA-administered programme of that name, but AAWSAP returns zero in every text layer of the release: the December 2008 plan speaks of the Advanced Aerospace Weapon System Application contract, and the 2010 capability report says BAASS was contracted between 2008 and 2010 by the DIA’s Defense Warning Office. The 2009 monthly reports name no sponsoring programme or agency and no contract under which BAASS works.
