The four BAASS progress reports in PURSUE Release 07: March 2009 (DOW-UAP-D169), April 2009 (DOW-UAP-D170), June 2009 (DOW-UAP-D171) and November 2009 (DOW-UAP-D173), of 42, 50, 134 and 155 pages. Each calls itself a progress report for one month. None names a sponsoring programme, agency or contract under which BAASS works, none is signed as a whole, and the June report calls its customer only the sponsor. Names lie under white boxes labelled 1843(a)(2) or 1843(a)(3) or carrying substitution labels, and on the MUFON case pages under MUFON’s own typed asterisks.

They follow the same business month by month. Full time staff grew from thirty three at the end of March to forty five at the end of June. A contract of 31 December 2008 for 24 to 30 position papers on twelve technical areas runs through the March, April and June reports, with contributor tables in which every name is a label. A purchase order with MUFON, executed in February 2009 for notice of significant reports within hours, investigators’ reports and physical evidence, stands in all four. By June MUFON had provided fewer cases than first agreed and spent only about half its stipend; BAASS proposed to halve it, and MUFON accepted. In November BAASS reported that, after appraising MUFON’s performance during October, it would reduce the monthly stipend by $10,000 for the remainder of the contract.

Each report also carries work of its own. March counts a data warehouse of 234,364 reports and records BAASS’s request that three FAA publications name it as the reporting agency. It also holds a 17-page summary of investigations in Brazil from 1977 to 2003, events that began in the town of Colares. April holds two MUFON activity reports, preliminary summaries of three April 2009 cases in Kansas, Arkansas and Maryland, two of them triangular craft, and the opening plan of Project Northern Tier. June holds thirteen MUFON write-ups, a northern team’s trip to Brazil from 25 May to 3 June 2009, plans for a highly secure underground vault and five buildings in escrow, and a witness search at four Air Force bases. November copies five MUFON case reports, gives four sections on a Utah ranch (Utah Ranch Investigation 2009-2010) and a status report on a 2007 blue orb case, and puts Northern Tier, entry into classified archives and Project Oral History on hold because BAASS currently does not have the Need to Know.

Three of the four carry the same sentence in their conclusions, that the BAASS database of cases is larger than any other owned by UAP organisations in North America. No report for May or for July to October 2009 is in the release, though MUFON’s April report, bound into D170, says its May deployment will be included in the May report. The AAWSAP contract file of Release 06 lists monthly status reports among its deliverables; none of the four names that contract or calls itself a status report.
