DOW-UAP-D168 in PURSUE Release 07: the Project Management Plan (Overview Paper) that BAASS dated 2 December 2008 under contract HHM402-08-C-0072. With two papers prepared for BAASS in November and December 2008, it is among the earliest dated BAASS records in the release.
Its Summary says the report fulfils the requirement to submit a report under the Advanced Aerospace Weapon System Application contract, for twelve technical areas, with a final report due in September 2009. Nine projects are to address them: Physics, mandated by the DIA, to bring position papers from a second contractor company; Engagement, to locate and secure small areas with very frequent displays of advanced aerospace vehicles in order to observe them; Cooperation, which the plan says could be the most important of all and which depends on the Agency helping BAASS acquire film, hardware, materials and information; Campus, for university research; Database, to bring existing databases together; Oral History, to record interviews with dozens of highly placed individuals; Blue Book Materials, for files of cases never included in Project Blue Book; and Project Northern Tier, on cases of the 1960s and 1970s at bases holding nuclear weapons. The ninth, Colares, concerns 1977 incidents on Colares Island in northern Brazil. Ten Key Recommendations follow, nine of them asking for the DIA’s or the Agency’s help, among them clearances for BAASS staff and Agency officials at interviews, so that the government employees concerned know it is “officially okay” to speak. Three copied exhibits, dated 1947, 1988 and 2002, close the plan; its body never mentions them.
The two papers beside it are DOW-UAP-D166, five research proposals that MUFON prepared for BAASS, on lift, power generation, control, human interface and propulsion, with no author named; and DOW-UAP-D167, a numbered report to BAASS proposing Project CAPELLA, a data warehouse for sighting catalogues, with a classification system, a six-layer model and a two-year budget of $610,000 and $830,000. Only D168 prints a contract number or names the DIA, and none of the three prints AAWSAP, the acronym under which the war.gov site groups them. Most personal names are boxed or replaced by substitution labels.
