In PURSUE Release 07, BAASS’s Project Northern Tier concerns cases of the 1960s and 1970s at bases holding nuclear weapons. Its 2009 plan begins with events of September to November 1975 at Malmstrom, Wurtsmith and Loring Air Force Bases that were often reported as helicopter sightings; by November 2009 the project was on hold.
The treaty clause
The pattern has one primary document behind it rather than testimony alone. The 1971 US-Soviet Accidents Agreement commits each party to notify the other immediately when its missile warning system detects unidentified objects, which establishes that both governments treated ambiguous returns over nuclear warning systems as a standing hazard. It says nothing about what any such object was.
