He has presented them in public since 2018 as the criteria the programme used to separate UAP from known aircraft, and the thresholds below are his.

The sixth observable
Imminent adds a sixth characteristic which it says “has not yet been discussed publicly by our government”: biological effects, meaning burns, organ damage, hair loss and missing time. This is the book’s framing rather than a government one, and the evidence offered for it is described rather than reproduced.
