The procurement file behind AAWSAP, released in PURSUE Release 06 as seven records, DOW-UAP-D110 to D116: 81 pages dated from 18 July 2008 to 29 September 2010.
The statement of objectives of 18 July 2008, unsigned, asks for the physics and engineering of advanced aerospace weapon system applications as they apply to the foreign threat out to the year 2050, focused on breakthrough technologies rather than extrapolations of current aerospace technology. It lists twelve technical study areas: lift; propulsion; control; power generation; spatial/temporal translation; materials; configuration, structure; signature reduction; human interface; human effects; armament; and peripheral areas in support of the first eleven. Deliverables were monthly status reports, a management plan and research report for each area, and a final Integrated Threat Assessment, in a format suitable for dissemination at the highest levels of the federal government.
Contract HHM402-08-C-0072 was awarded on 22 September 2008 by the Virginia Contracting Activity at Bolling AFB to Bigelow Aerospace Advanced Space Studies (BAASS), firm fixed price, total award $21,948,810, of which the base-year line items add to $10,000,000. Modification P00001 (September 2009) exercised the option year subject to the availability of funds; P00002 (February 2010) funded it at $11,948,810, where P00001’s option line items had added to $25,000,000, and asked the contractor to identify the technical risks of reduced funding; P00003 changed the contracting officer’s representative; P00004 survives only as a routing sheet; P00005 extended the work at no cost to 21 December 2010. The copy released as the original order is printed on a February 2012 revision of the form, with the later modifications’ line items already in it.
No page of the seven prints AAWSAP, UAP, UFO or DIRD, names the DIA outside the statement of objectives, or lists, names or counts the 37 papers the release files after them (DIRDs). Two of those papers carry cover dates after 21 December 2010.
